With more than four decades of combined investigative experience and more than 12 years of combined Investigative Genetic Genealogy experience across hundreds of cases, we have seen firsthand the power of IGG as an investigative tool. We also recognized two significant challenges facing law enforcement agencies seeking to use IGG effectively: training and manpower. Those challenges became our inspiration and motivation behind forming TrueLine Resolutions. Our mission is to provide law enforcement with practical IGG training developed by experienced investigators, along with the skilled resources needed to launch, advance, and resolve cases using this powerful investigative technique.

With decades of experience conducting complex criminal investigations as FBI Special Agents, TrueLine Resolutions co-founders Mark James and Jon Habben bring extensive investigative and operational experience to Investigative Genetic Genealogy. Together, they have worked hundreds of IGG cases and helped bring scores of cases to resolution. Their expertise spans the entire IGG process—from case intake and strategy development to genetic genealogy analysis, lead development, and investigative follow-up. TrueLine Resolutions can help move your cases toward identification, arrest, and prosecution. Mark and Jon have led IGG efforts in numerous high-profile cases, including the 2022 University of Idaho murders and the 2023 murder of Rachel Morin. They also served as primary instructors for the FBI’s IGG program and were instrumental in developing its training curriculum. Together, they have trained more than 500 federal, international, state, and local investigators in the effective use of IGG. Through their casework, instruction, and program development, Mark and Jon became recognized as subject-matter experts in IGG and helped build the FBI’s program into one of the most capable and effective IGG programs in law enforcement.

Mark James

After more than two decades of law enforcement experience as an FBI Special Agent, Mark James retired from the FBI and co-founded TrueLine Resolutions, LLC. During his FBI career, Mark was assigned to the Baltimore Field Office. Mark was assigned to the Safe Streets Task Force, an FBI-led task force responsible for investigating gangs, narcotics trafficking, and violent crime. As a lead case agent, Mark directed complex investigations involving numerous subjects that culminated in large-scale takedowns of violent criminal enterprises. Mark began working IGG full time in 2020 when he was selected to serve as the East Region Team Leader for the FBI’s Investigative Genetic Genealogy Program. In this role, he led, managed, and personally worked IGG cases in partnership with state and local law enforcement agencies throughout the eastern United States. Under his leadership, the FBI East Region IGG Team successfully resolved numerous violent crime cases, including rapes and homicides, and helped identify previously unknown homicide victims through the use of IGG. Mark was also designated as the International Liaison for the FBI IGG Program, serving as a key point of contact for international IGG initiatives and partnerships. In December 2024, Mark continued his IGG leadership role when he was selected to serve as the National Program Manager for the FBI’s IGG Program. In that capacity, he provided national leadership and oversight for five IGG Regional Team Leaders, more than 50 IGG Coordinators, and more than 250 IGG-trained personnel across the FBI. During his tenure, the FBI IGG Program experienced significant growth in both trained personnel and active cases, while surpassing 200 cases successfully solved through the use of IGG. After 22 years of service as an FBI Special Agent and more than six years specializing in IGG, Mark retired from the FBI as the IGG Southeast Region Team Leader. Throughout his career, he received numerous awards and commendations for exceptional performance and investigative accomplishments, including the U.S. Department of Justice Assistant Attorney General’s Award for Reduction and Deterrence of Violent and Organized Crime, the FBI Exceptional Performance Award, two Quality Step Increases, and 17 additional FBI personnel awards. Mark has a B.S. in Accounting from Clemson University in South Carolina.

Jon Habben

Jon Habben

After a 22-year career as an FBI Special Agent, Jon Habben retired from the FBI and co-founded TrueLine Resolutions, LLC. Jon spent his entire FBI career assigned to the Los Angeles Field Office. Throughout his career, Jon worked a broad range of investigations involving cybercrime, violent crime, terrorism, public corruption, and health care fraud. He served as one of the primary investigators in Operation Spinal Cap, a complex, multi-agency federal investigation that dismantled a long-running medical kickback scheme involving more than $1 billion in fraudulent claims and approximately $50 million in kickbacks. The investigation resulted in dozens of federal prosecutions and became one of the largest provider fraud cases in California history. Jon also served for 10 years as an operator on the FBI Los Angeles SWAT Team, where he worked as a breacher, Assistant Team Leader, and breaching instructor. In 2009, he voluntarily deployed to Afghanistan as part of the International Contract Corruption Task Force. His work led to the prosecution of a State Department contracting officer who accepted bribes in exchange for awarding contracts. While in Kabul, Jon also responded to and investigated numerous terrorist attacks, including multiple vehicle bombings targeting military transports and public areas. In 2019, Jon began working full time on Investigative Genetic Genealogy cases, solving his first case in four hours. The following year, he helped develop and deliver the first IGG training created and taught by law enforcement for law enforcement. In 2022, Jon was selected as the West Region Assistant Team Leader for the FBI’s IGG Program. He also served as the program’s national training coordinator, helping ensure that its curriculum kept pace with advances in science and the continued evolution of IGG techniques. Jon received numerous awards during his career, including multiple U.S. Attorney’s Office awards for investigative excellence, the FBI Exceptional Performance Award, the FBI Combat Theater Award for service in Afghanistan, the FLEOA Group Achievement Award, the NHCAA Investigation of the Year – Honorable Mention, the Council of the Inspectors General Investigative Award for Excellence, and more than a dozen additional FBI personnel awards. Jon earned a B.S. in Finance from California State University, Fullerton. He was also a captain of the University of California, Irvine men’s volleyball team.
